I think for player character SK's, Harm Touch is on a 72 minute real time reset. That seems to be 1 game day. Must have been one helluva fight if she used HT twice unless she doesn't follow the normal rules.

Actually, SK mobs will sometimes harm touch twice during a fight. They don't always do it...they just do it often enough that it's not really a surprise when it happens.
