At Lieutenant Milven's room, turn right and follow the passage. After the turn, go through the first doorway on your left. There you'll find the Commander with a pair of other named drakes.

He seems a little tougher since the giant war's escalation, and cons light blue to me at level 51. I'm not sure how tight-lipped he was before, but I think he's also a little less trusting now. Though he kindly considers me, he still won't discuss his quest yet.

Go past the room with Sentry Kale and follow the hall to the right. You can't miss him.
