I killed him today solo 68 shaman. Has s crapton of HP. He hits for 250 and I know ofr a fact quite fast. Couldnt magic slow him, had to use diseae.

If you can find your way to the SS armor turn-in mobs ... I recommend putting your map on height filter, and keep running up and up and up. You will eventually find Ralgyn. Just be careful not to fall in the pit. GL
Also, Ralgyn despawned after final turn-in.
Ralgyn's approximate loc is +480, +980, +330. It's a long walk up the SS tower and is one of several quest npcs in the room. Just beyond the room is another port that leads to the last part of the tower.
