There are 3 in total, but only 2 commonly spawn (both near Tolo). These have about a 5 minute spawn rate.
The third is the place holder for the mermaid Hastashi, and seems to spawn much more rarely (but also in the same area).
The actual Roe seems to be super rare, far less than 1 out of 10

I killed the seahorse twice, all it dropped was fresh water fish.....YAWN. I'll get a picture for here later. The seahorse runs towards the sunken ship so if you aren't careful you will get more than you bargained for. Oh, and while chasing the seahorse, I ran across a mermaid named Hastashi(or something close) if I can will get a picture of her too, she was indifferent and red to my lvl 13 magacian, so I didn't try killing her.
