Does this guy drop the Ancient Tarnished Plate for Kael Drakkal Armor quests?

No he does not. For Ancient Tarnished pieces of armor you want to head to Temple of Veeshan, not the halls of testing (where pieces for SkyShrine armor drop) but on the west wing, needless to say these pieces are extremely rare.
