This fellow cons indifferent to me, and I'm warmly with Kromif and Kromzek, and apprehensive to Tormax. It stands to reason he must be Beta Neutral faction for some quest, but no idea which. When I hail him, I don't get the normal 'looks down at you and goes back to work' message, either. I get: Sentinel Harzok silently watches you.

Anyone have further info? Interested in questing him. A friend suggested he might be for a dragon quest (spy of some sort, perhaps) but he's IN Tormax's chamber, so you'd have to have good giant faction (i.e. kill dragons) or have to kill everything in the chamber, just to quest at him. Very curious ;)
