Looking at the Information on the EQ Atlas map it says at the bottom that all other quest NPC's will be located in the hall between 13 & 14 on the map, have you tried Looking for him there?

I ran around using my tracking skill, and still couldn't find him.
Does this mean he could be charmed, so I could do the Kael armor quests even though I'm KOS there? If an enchanter or bard charms him, he should be indifferent to me (and amiable to the enchanter/bard)...
Anyone tried this, or know what faction level is need?
(Edit: Well, a recent patch message answered this question: ally, the new faction level above warmly, is required to do the Kael armor quests. So charming would not work.)

Give Dwarf Heads or Kobold Paws to Capt. Bvellos in the bank. Heads are found on any coldain and can be turned in one at a time (up to 4 at a time) and kobold paws drop in Lower and upper kobold camps and have to be turned in 4 at a time. Guildies have found that 25 sets of paws will take them out of KoS and into Dubious with Tormax. The other factions go up fast, for Riff fight dwarves/wolves in GD; for Zek fight anything in SS; and for All the factions in Kael, try Icewell. Have fun and good luck.
