Is it possible to get to this quest npc even when you are KOS to Tormax? Anyway to sneak past?

Yes, you can sneak past Tormax and his guards if you hug the wall to the left (when facing the throne).
I've done this countless times to turn in my own armor pieces and for MQ's. Its been a few months though, so unless Verant changed things, this can be done.

He is behind King Tormax's throne room. He is on Kromzek faction but you have to get past Tormax to speak with him.
