Noble Exchange and Parcel NPC

Inside the Akā€™Anon Bank at /loc 1364,-867

Some comments to consider from players:

This vendor is also a Noble Exchange and Parcel Vendor, BUT as of a few days ago, it would not interact with my Gnome Necromancer. It seems to have a faction issue (which is bad for evil classed gnomes who want to use a parcel vendor in their home city).

Actually, while this IS quite inconvenient for the young gnome necromancer, I actually found two ways around this. The first is that once you're higher level, or if you can get help, you can kill some minotaurs in Steamfont. I had to kill about 50-ish slavers (I killed Gorehorn twice too) in order to bring my faction with the Gem Choppers (guards, also the faction this parcel vendor clockwork is on) up to apprehensive. That's really not too bad. It took me about 1.5 hours. I was level 18. The caves are dangerous, but the camp near the LFay zone is super easy at 18. They are grey and Gorehorn was blue.

The other alternative, which is much more agreeable if you are low level, is to use the other parcel vendor, Zenrel Ottonoggin. He's in the town square like in front of the steps to the bank area. I actually didn't know he was a parcel vendor, because he's not marked in any way in-game (on Phinigel at least). But, I went and checked, and he actually has the parcel tab.

I did /bug report it in game, but I'm not hopeful DBG will correct the faction issue.
