He's pretty bugged. We had him on track, so we went to kill him. He wasn't there. So we went back outside the arena building to kill giants for a plate BP. I sat down near a wall to look through it (looking in at the High Priest of Tallon) and he aggro'd me. So it would seem he gets stuck outside sometimes. Just look around outside the building and sometimes you can see him trying to walk through the wall. Sometimes you can't see him, just try sitting near the wall and you should aggro him.
I went back again to kill him... He was stuck outside again, so were two PoZs. It seems if they get pulled and they dont die, they try to path back, but they run in to the wall and get stuck.
that's funny spook... i'm 26... 3 lvls above 23 and i'm FDd in arena with a friend right now while i check this guy's spawn time.... true FDing past invis bridge is tricky and you better hope FD doesn't fail. it takes like 8 FDs to get past the bridge at this lvl range and not even half of that to get the whole rest of the way to arena lol.... so just because YOU can't do it don't flame those who can (btw a tip is to jump as far across the bridge as you can it gets you a little extra distance your alot better off fd flopping from the EDGE of the bridge then the middle of it as you'll prolly stand up to a stun... and don't be afraid to stay down and wait for mend lol)

OK first of all location, the arena is split into 2 sides, right and left and in the middle there is the ice wall which has 2 PoZ's and kallis, (this is the way to pulling Vindi SoRZ etc for all of you who have that exp 8). The building kallis faces, away from vindi also in the center of the arena has a door, open the door and there are 3 PoZ's. In order to get to him you must ALL be able to get past them, they see invis highly unlikely, or pull them out, (i guess charging is an option as well) each are lvl 55 hit for about a 350 max. On each side of the PoZ's right and left you will see a door, and beside the door a hallway going down. Facing the way you'd come in from the door to the LEFT you'd find Vealos the angry ( i know my spellings on all these are gonna be off) in the passageway leading down, he will be the 1st spawn and if you pull him you'll likely get 1 storm or frost giant add, and in the Door on the left you'll see a room with 2 priests or clerics, and this is where Greaken pops. To the right you'll find the smakean or something prophet in the door room and Cold in the passageway down.
Cold is actually far easier then a PoZ he hits for less and is easy to get solo once they are clear or if you get anything it will be a minor add assuming you don't pick up arena mobs on the way back. He would be doable by a high lvl group or a raid the hardest part is reaching him.
PULLING TACTICS: As with all the building mobs the EASIEST way to pull is to get them caught on a pillar surrounding the building and wait til only 1 mob is left and pull it to camp, once the rest have warp back to spawn point they rarely agro, if you don't understand this technique simply find a monk on your server who does. (it must be done by someone with FD) He is as easy as the PoZ, another way to do it is tag him and run out, wait til he warps on you then FD, he is closest to the wall and almost always warps first so you can get someone to tag him, without an fd'r you simply need to get agro and run back to camp 8).
LOOT Cold ALWAYS drops something of value, it is legs or the scepter. Before you pull him you can see if he is holding the scepter, if he isn't then you will get the legs. If you don't have anyone who needs the scepter leave him up when he's holding it for someone else, or if you don't need legs leave him up if he isn't, waiting for another pop isn't really an option and he can drop no armor so let someone else have a chance at a nice item 8)
SPAWN TIME As far as i can tell, and i have yet to confirm this, once he is killed the next thing to pop will be a frost giant gladiator, i have killed him multiple times and thats all that ever pops, if you kill the frost giant gladiator another pops and i have kept that cycle up for hours. After a while the Frost giant gladiator will pop in place of the frost giant gladiator, killing him will do no good another frost giant will just pop, and after another wait Cold will pop in place of the storm giant. As i stated i haven't proved this, but everytime i go Cold seems to be up, yet you can kill for hours the ph's and only get frost giant, in addition i've seen the frost to storm giant switch, so i am fairly certain of this.
Just to dispell a few remaining myths i see up here, arms do not drop off him, they drop off angry. This guy is not duoable etc, unless you have good faction which could let you walk by the PoZ's, or unless you can handle 3 unmezzable mobs that hit for 350. He has no where near 40k hp, and is below lvl 58 though i don't know the exact lvl. And a corpse could be dragged after dying from see invis mobs to arena or they could clear the see invis mobs easy so i wouldn't think it impossible to get a low lvl monk in to loot. Anyway i hope you all have fun in kael and i hope this info is useful!
Omg i cant believe... My guild was raiding kael and i was only one who had a monk near kael, SoM dropped and i logged on my monk, got sow, invis and ran my ass off to kael to loot it, now im level 23 with SoM and SoS, You cant believe the DPS i do at level 23 with this.
Too bad you wouldnt even be able to get to arena to loot this. you cant just invis up and go get it because arena mobs all see invis, no matter who you are. and at lvl 23, you wouldnt be able to out FD the damage the giants do.

If there raiding the Arena the Mobs between the arena and Entrances will probally of respawned unless there was only there a few mins before the Scepter downed.
My guild was raiding Kael. And we were in the right part of arena. We pulled this guy and like 2 others we handled em with ease. Didnt drop anything for us.
sorry but i'd have to say no way in hell... one good strong group of high 50s / 60s can take him if they uber enough, but generaly takes several groups of people to gank this guy
I sneaked trough the whole Keal last week, didnt find this bummer... A uber group from my guild can take him down easy! like me 60assasin and a cleric and a tank would kick his hairy ass!
I got my scepter at lvl 51, with a lvl 60 warrior, monk and shaman (shout out to brumpy, ceefoo, and tunk). The guy hits hard, but we did it with ease once he was slowed. Also lucky that the zek guy next to him wasn't up and his rif PH was there and didnt aggro because of decent faction in kael. Hits hard, and recently added bst to those who can use. Aikido Sohandsom, 52 monk of the rathe, independent and still affluent to the end
Aye we just took this guy down today over on rodcet. First fight went bad since we were not buffed or ready for him. Second fight wasn't to bad. He has extremely large aggro to casters and goes enraged quite often. You have to hope your enchanter can slow him down before your tanks are dead
