is he actually 30 as the shackle of copper quest minimum lvl says 20?

This guy and Mister Fizzle are hunting friends. Neither one of them were KOS to me. I saw Kwinn at the Forest Giant camp and sent a bolt at him because I knew there were no faction hits for killing him and I was looking for a pull. Then I was getting resisted spells on me from Mister Fizzle. I got aggroed by both and I know Im not KOS to either so Fizzle came to Kwinn's aid. Both of these guys came barrelling down toward me and my pet. Kwinn dropped his head and a bronze sword and Fizzle dropped about 4pp. No faction hits for either. Fizzle is definately a shaman and Kwinn has to be a warrior. Im not sure if Fizzle drops something else rarely for some quest or if he is just there to come to his friends aid.
right at the center of the hill with the forest giant arbors on it (just NE of the "muddy hill").

I would like to know where he spawns, i have an iksar monk level 22 and i am almost done with the shackle of rock quest. So i will need this one soon. Thank you.

kill everything on the muddy hill at 2200, -1600 until he walks by...obviously not a static spawn and not the most common either
