This mob spawns at +2123, +1082, 0 located in the northeast building in the OT outpost, next to Mercator Salonian (CTRL F to find him).

In Crystal Caverns (ToV):

This mob spawns at +293, +235, -400 on the first floor in the far east room in Froststone.
