Given the name of the faction it's safe to assume we start off with the faction as low as it can be (also the fact there there's no # value given)
Seems a strange faction to have active in Live.
p.s. Unlike other factions, you cannot click 'Beta KOS' to see your standing in the factions window

I think the beta factions are default factions npcs get when they are created. This faction name might change in the future.
