You need to turn in both bone from Midnight and skin from Garou to receive this item. What I don't know is the faction one needs to do this quest.

at lvl 35, a 38 shaman and myself killed him. He does hit like a HG and has lots of hp. When killed midnight drops a no drop, lore, magic bloody cougar bone. One of the named gnolls asks for bones to make weapons for the hunters anyone try handing in the bone tosee if you get a weapon?

yes, i handed the bone into that gnoll and he gave me nothing. I think the gnoll wants some sort of bone from a whale.

I too handed the bone into the shaman who asks for a "Cougar's bone fresh from the earth" I believe that it is still the right item to turn in but that the shaman is bugged, reason being the shaman didnt look at me didnt give the standard "yes that's nice but i need more" msg or even a "thanks what am i s'posed to do with this" msg.

the guy who asked for it wants that and some gnoll skin off a named gnoll. Gives you a 5/25 +7wis/int club for all hybreds(I think) Dont know what level the named gnoll is though

The other item is Garou's Skin which can be found on a named spawn named Garou, who appears to be some sort of gnoll effected by lycanthropy. (He dropped a dire wolf pelt in addition to the quest item when killed). He was near the Tower of Frozen Shadow when I saw him. His skin looks like a cap (AC 4 and positive and negative stats) - not sure if it can actually be worn or not.

Garou's model is actually the same as the Drolvargs of Kunark (Dreadlands and Fvie, to be exact... maybe more locations). However, I like your description much better.
Garou spawns on the ToFS island nearer to the tower then the gnoll camp. He's shamanic, gates, and is said to be on the 18-20 hour Lozidal/Stormfeather spawncycle. All in all, a tough kill, because of his high melee (110 max on me at level 40 or so), and he's permenantly hasted due to his buffs. He doesn't have too many hitpoints, but does gate to the opposite side of the island to heal up and charge back in refreshed.
He drops a 9/28 war/rog peircer with a lifetap proc (level 4 necro "Lifespike," 11hp), his skin (cap graphic), and generally a spell. Ro's Fiery Sundering for me.
Hand Midnight's bone and Garou's skin to Belix Misteyes, a gnoll located near the Tower of Frozen Shadow, and he'll reward you with the Garou Bone Club.

I soloed this guy quite easily as a lvl 39 Mage. Killed him 3 times now and he dropped the Bloody Cougar Bone each time. Seems to be part of a quest started at Grenix ... a named Gnoll who stands in front of a small hut near the Tower. I've killed Midnight at the Cougar spawn near the docks and at the spawn near the tower so you can find him at either one it seems.

Our Party killed it twice last night and it conned even to me both times. I'm 32

Definitely level 33. Conned yellow at 32 and even at 33. This was amongst 4 times killing it.

Conned blue at 34. Solo'd him, but it got close, he must have alot of HP, compared to other mobs his lvl.

I don't care what his level is, I was 30 and my friend was 31, and we've taken this thing out pretty easy several times, the only problem is it's a pretty rare spawn, you might see this thing once an hour, sometimes two.
