Firstoff, the answer: Clockwork VIIX is near Rilgor, but not i the same room. From Mr. Plegnog's room, you go out into the hall, take a left, you will come to a square room with 4 exits, turn left here and then take the first right. This is where you can find Mizzle Gepple, if he is not there, wait a bit, he will wander back if he has wandered away in a few min.
Now my question: Kinda dumb, but I'm nearing lvl 50 and I wanted to know. Can the second part of the staff be done before the first? I already have all the pieces for it and dont wanna have to do all the first stuff before. Thanks in advance!

Yes, you can do the staffs in any order you please. I currently have my 2nd and 3rd, but not 1st (thank you Verina) or 4th (thank you Shissir).

Hmm, perhaps this guy is only up certain hours, like the Seeker in Temple of Solusek Ro for the Cleric Epic... Or he may run around like the other Clockworks do occasionally.
If you're having major trouble finding him, then try to grab a Ranger and Track the booger down, I reckon. Glad I know a lotta Rangers :)

At +2020, -520, exactly, is Vaenor Husga, and he's standing next to Rilgor Plegnog, from whom you get the Mechanical Pen after handing over your hard-won SMR. The Clockwork VIIX? Can't find him.

He is for the Enchanter epic

He is found at loc +2030, -520. From what I can tell he never moves, it is down in the necromancer portion of Ak'Anon.
