61 SK here doing the turn in. I tried running the various methods below since I was KOS by the entire room with Teydar. I tried dragging him to the zone, then FD'ing and doing the turn in but he walks away very fast and has his pet with him. I tried killing his pet then FD'ing and doing the turn-in but as soon as I went FD, he recasts his pet.
The only successful way for me to do the turn-in was to invis, get behind him in his normal spot, click invis off by initiating trade, putting the stuff in, hitting cloudy potion, and hitting the trade button.
It took me 1 or 2 times, but I was finally able to do it quick enough to not get aggro before re-invising.
VERY TRICKY! but if you do what I did you shouldn't have any issues.

Here was my method.
I started out with the hide on my 75 erudite mage and the spines and bar on my 70 gnome sk. Both toons were dubious so it seemed there would be a double faction problem. Also, I did not like the thought of having to wander around all those annoying passages in the catacombs (also known as the Qeynos Aquaduct)for a second time.
So, I ran both toons back to pok. I had them place the sk items into the bank then had both of them shroud to 70 goblin rogues. Then had them retrieve the sk items from the bank.
I used the pok book to get to North Qeynos. Then used Find to lead them to Gerault (an armor merchant). His shop is only a few feet from the proper zone-in to S Qeynos. Once in S Qeynos, again use Find and run to warrior GM Grahan. When you are standing next to Grahan, you will be in a small room with a bunch of doors all around. Face directly south. There will be 3 doors on the south wall (not the south-east wall, not the south-west wall...the directly-south wall). Go thru the left door of the south wall. You will travel a short distance to a small room. Face south again and run thru its south wall...its fake. Continue down the corridor and you will zone to the catacombs.
Once in the catacombs, use Find and run to cleric spell merchant Senst. Teydar stands right next her on her right, with his pet right on top of him (so be careful not to accidentally hand your items to his pet).
I then had both toons click on Sneak and Hide which made my toons indiff. Mage handed in the hide no prob (Teydar did not say anything though). Then sk handed in the bar and spines and he got the sheath and the faction and the blah-blah chat from Teydar. Then I used the shroud spell Spirit Sending to port both toons back to pok.
This was so easy, it was almost a crime.
Teydar did not despawn when I did the turn in, I did not have to wait for him to spawn, and he stayed up during the entire time I spent in writing this post. So I don't know why earlier posts say he was not present. Maybe he disappears during certain times of the day? I dunno.

this is what i did. tried human illusion at first and that item that hides my religion ( drops off ghoul lord in lguk) and then i tried hide. to do this right u must be indiff, so faction is a waiste of time. what u do is, go in the other room, invis, walk up to him, click hide, then do turnin, got it. woot. u gotta consider to make sure you're indiff. enjoy

ok im on day 3 of spending 6 hours here a pop, he isnt spawning, has something changed, is the NPC no longer in qeynos aq next to cleric chick, info pls =((((

Doing this part of the Sk epic today was a bit of a pain. Map was confusing and Qeynos sewers are a little tricky to navigate. A simple way to do this part is to bring up your "find" comand. Alt F will do the trick. Teydar spawns in the temple with all the other trainers and spell merchants. The NPC you want to "find" is named Senst Ereek. She is a cleric spell merchant so you may have to click off the box for "only show distinations I can use" Standing right next to her will be Teydar. His spawn locatin is +345, -410. where the grey wall meets with the red wall. Had to wait roughly about 3 hours for him to spawn. Don't know of the actual spawn time. but it's not long. Hand him the Decrepit hide from PoH, Drake spine from Rharzar and 1 enchanted platinum bar from your friendly neighborhood enchanter. Congratulations on your new Decrepit Sheath. Looks like a quiver if you ask me.
would it be possible to cast a short duration charm on this guy to do hand in?
my bloodsabre faction is max bad from back in the day when spectre killing was the pimp and i looted a decrepit hide in PoH a while back. my mate is sk and might enjoy mq :D

Can't be charmed. Enchanter friend of mine died trying =( Have a troll friend who has the hide but can't MQ to me b/c of faction, so looks like faction is the only way to MQ it

Can train him to the zone-out around the corner. Someone keeps hailing him while his friends walk home.
Then do the MQ.
Hand the item to him, but don't hit trade. Then someone invis's them, then hits trade since they are now indiff.

To reiterate a previous post....what is his location? Spawn timer? Does he have a 3 hour reset after server reset? any info would be helpful! Thanks

Can be MQ for sk epic. Make one of your sk guildies happy and MQ it for them )

He will craft the Decrepit Sheath from a Decrepit Hide (POH drop), Drake Spine (from drake named Rharzar in RM) and a bar of enchanted platinum (from any enchanter above level 34).
Now the big question is...... can any of this be MQ'd? Went on my first plane raid (it was Hate) and the hide dropped off of an Ashenbone Drake an noone wanted it or knew what it was for and was going to let it rot. With less than a minute on the timer I grabbed it. I dont like leaving unknown things to rot in high areas when they are MAGIC - No Drop - Lore. =)
When a raid member told me that a guildy was looking for it for his epic I agreed to help if it can be MQ'd. I guess we will see.

He is, like all the quest deliverers of the Shadowknight Epic, on True Spirit faction.

he might be 55, is still red at 52, but he has the lvl 44 nec pet which sks dont get till 58, so he probably 58-60 range

This guy is not on the same faction system as nearly everything else in the Necro guild in qeynos, was wondering if anyone knew what faction he is?

My best guess is that he'd be on the Dismal Rage (Freeport Evil guild) faction. Now the real question is, what's he for? He has something to say but only to someone he likes.

He is one of the Quest NPC's for the Shadow Knight particle weapon quest.
i tried human illusion, hide and i even used that item to hide my religion(drops off ghoul lord in lguk) and he is not taking the turnin no matter what. i think my religion (cazic thule) or race (troll) has nothing to do with it. it must be some sort of faction. cause im stuck on 1.0 because of this turnin.
