This mob was level 33 in non-revamped Nurga on the Agnarr TLP server.

Popped at -1528.71, 1572.76 - very deep into Nurga.
Placeholder was a regular goblin something or other. My suspicion is that he can spawn anywhere down in this area from a regular goblin - I was clearing everything from the "U" shaped bend in the corridor beyond sleeping ogre, to the lake at the very back.

Other goblins will heal each other so best to split unless you want to wear them all down.
Rockchanter doesn't summon, doesn't heal. Lower HP than other goblins down there. One dose of Root + Breathe of Ro + Epic DoT is enough to drop him.
Only loot was Prayer of the Righteous.
