He stands on the balcony to the side closer to the city where Warlord Hikyg stands. However, he despawns at 8pm gametime and Mystic Dovan spawns in his place at 10pm gametime. (I imagine that they exchange places at 8am/10am.)

This is the name of one of the Imperial officers that gets "promoted" by Vader in Star Wars: The Empire Strikes Back.

Hehe, maybe the guy who was thinking up of the name for this npc was a star wars fan and was thinking of captain needa at the same time and decided to make the spelling different. You never know :)
