I had this quest already got bugged now he won't talk to me. This is dumb, I took the quest got bugged out during the Frenzied part of the quest. Now he won't talk to me. The faction says apprehensive now but my faction with New Combine is Indifferent. How is that even possible?

I am wanting to do the EOK progression tasks and this guy needs to give me a recommendation. I can not get him to talk to me at all. When I hail him, he does absolutely nothing. He cons apprehensive to me, but then again all the NPC's in the room do and everyone else has things to say to me. Is he just bugged?

You need Combine faction to get him to talk to you. Do some of the progression tasks there in TDS to gain faction with him.

You have to do one task to gain a recommendation. For example: one Mercenary task from Tactician Sodut should be enough.
