i have killed him 12 or more times by now and its pretty safe to say all of the mobs that are always 'a shissar necromancer' are his PHs have spawned him from the stationary one by the portal a roamer on the first floor in the western section the roamer that paths to the portal a roamer on the western half of the second floor have farmed him long enough for 4 charms and its about a 1/3 drop rate for the charm only once or twice did he not drop a castaway bracer and think he drop minor essence twice and lesser 3 times was simple to kill on a lvl 101 SK with TDS and CotF group gear and was just as easy on a 103 necro geared just as good as the SK pet on the necro is wearing dimensional warrior armor and TDS crafted jewlery hope this helps!

In Katta Castrum (TBS): Chief Librarian is a non-roaming spawn in the library.
In Katta Castrum: Deluge: Chief Librarian Lars (click for map image) spawns as a roamer on either floor of the library (the portal to which is located underwater underneath the building). A known PH is a wandering "a shissar necromancer", one of which roams the ramp/port-in area.

This mob spawns most frequently from roaming mobs upstairs, but some people say it spawns from static arbiters and etc.. I myself have only seen him in a roaming position, and takes the path of one of the necromancers upstairs. Can also spawn on the ramp or below the ramp as you zone up. I wouldn't waste you time on the first floor personally.

im aware they are posted above, but as far as pathing mobs go i have only ever seen the Necromancers as pathers never once have i seen an arbiter pathing around. so ill repeat im at a loss.
He's the rare spawn in Katta, I was killing anything around those given locs, eventually got him to spawn after 3 hours. Which is lucky.
