Councilor Grael has a chance to spawn during the group mission "Rings of Fire". If the named doesn't spawn, "a bored councilor" spawns as a PH.

It appears the Grael's Letter Opener is his common drop because we've got 3 in a row so far. We were only after an earring too, but the hunt goes on.

is a bored counselor. dark blue con to a level 100. if you are mezzed you do get kill credit. not sure on charm

finished hunter yay. what a surprise to run into him though. didn't see a 'formidable foe' message. luckily he does not see invis. we ran right into him - literally. was just lucky we didn't leave task - we wanted to find the ph .

As of today's patch, Councilor Grael is indeed on live servers now. Once High Keeper Kehlar is dead, Grael/ph spawns in the hallway wherein you killed the activists earlier in the task. Dropped EM16 pet ear Grael's Stud of Summoning. Will get the item uploaded to Lucy once Item Collector is functional again.

He did not use the charm or mez with any alarming frequency. Group tank never experienced either affect, one of the melee toons was mezzed three times, and one of the healers was charmed once. Being either charmed or mezzed upon kill will likely mean you don't get Hunter credit.

Lulzworthy note: I fatfingered a hotkey and accidentally sent Grael flying across the hall with Paralytic Spores. No, he is not immune to runspeed changes, so snare and root lands on him just fine. I have no idea why anyone might want to intentionally snare/root him, but it sticks ~
