Spawns in the room with 3 headless statues on the 3rd floor of Dalnir and will start to wander. Note that the Forge Hammer is No Rent, so don't bother camping the Blacksmith until you have gathered the other (Lore No Drop) components for whichever quest you are working on.

I ran into the room and saw him up. I started clearing the mobs that were in the way and when I looked, he was gone.

I think Sony broke something with his spawn >.< I got all 3 Pieces for Visceral Dagger within 2 or 3 spawns, now im making up for it on the GD blacksmith who hasnt spawned now in 22 Cycles...

There are numerous mobs that you'll think are broken in these chain quests.
I camped the Lab Imprecator for 3 solid days (only taking a break for food sleep) during a long college weekend.
They're all there... they should be called the Iksar Test of Patience....

He spawns in the mentioned room on the lowest floor of Dalnir. When you fall through the last sarcophagus into the room, run south. His placeholder is the mob on the north wall.
Just killed him while camping the penkeeper for a friend. Dropped the hammer and enforcer.

Haggle Baron Dalnir is actually a triggered spawn from the Tormented Tradesman. He remembers who he is and respawns as part of the Greenmist quest near the end. Quest is below. This guy just drops the hammer to use on the forge for other things.

Is it possible to use the forge here for making normal things that your skill is not high enough to do in town? I think you may still need this hammer here for things requiring a hammer, but the possibilities are GREAT! Of course, if this is possible, you would still need to carry all the ingredients here to the forge, which can be quite heavy sometimes. I don't know if it is worth it, but would just like to know if it is possible. :)

I just got this tonight, but it reads magic lore nodrop, it doesnt note no rent anywhere, so i suppose they must have changed it?? can anyone confirm

I believe that this hammer is part of a fironia vie quest...i talked to someone there(cant remember who), and they said something about special things being crafted on a magical forge, with a magical hammer. Well thats all i know.

The forge hammer is used to create the Visceral dagger which is used in the IKS SHD Test of the Hero quest.
