Just did this with 61 Bard. Used level 39 charm on Brother Balatin, monk turned in first pipe, then bard turned in second pipe, monk turned in RotLC. Monk recieved RotWF ,Brother Balatin poofed and respawned almost immediately back on top of his pyramid.

So, you've been having issues figuring out how to do this turn in without an enchanter to charm Brother Balatin? I've got your solution.
I went to the bazaar and purchased a stack of Philter of Unlife Awareness (Invis Vs. Undead). Brother Balatin does not see through IvU, so using the potion gets you right up behind him.
Next, you need to make a hot button to use your Phantom discipline and Sneak simultaneously. You see, using Phantom breaks Sneak, so Sneak has to be reapplied before you can hand in the items. Without Sneak, Balatin immediately attacks, even when Phantom'd.
This is what your hotkey needs to look like:
Line 1: /disc Phantom Line 2: /pause 1 , /doability 1-6
The reason I say /doability 1-6 is because I don't know what number your Sneak skill is set to. Issue the command "Control + A" to open your Abilities page on your Actions window (press "Alt + M" if your Actions window is not on your screen). The abilities are set 1-6, the top left button being /doability 1 and the bottom right being /doability 6. Fill in the correct number for the location your Sneak skill is set.
Now that you have your hot button set and your IvU potion available, your ready to do the turn in.
Use a potion of IvU and walk up behind Brother Baltin. Open the bag that contains your turn in items and pickup the first item on your cursor. Click your hot button to Phantom and Sneak and start handing in the items to Balatin. You must be quick with the hand ins because Phantom does not last for a very long time.
If Balatin attacks you before you can hand the items to him, it means your Sneak skill failed. Feign Death and clear your agro, get away from Balatin and do it over again until Sneak works properly.
1. He does aggro. This is bad. 2. He sees through sneak. This is also bad. 3. Phantom Echo no longer works on him. Phantom Wind I haven't tried.
Solution:
Run up to him and FD immediately. Wait for FD to pop back up. Get an item on your cursor. At the same time, stand and click on him and once the window is open, IMMEDIATELY FD.
Turn in all the items while FD'd. You get your robe, he despawns, everyone's happy.
Getting my ancient flute off of him... to confirm what is written below, you can FD, stand up and hand in turn in item, FD again and give it to him while FDed and it works. I did the fight with me as a level 58 monk and a guildmate as a level 68 shaman. The shaman got aggro immediately when he respawned (as I was FDed I suppose). He kept aggro nearly the whole battle, though I was attacked once or twice. At first the shammy and the balatin were dropping at about the same speed, so I turned on innerflame discipline and the shaman started casting nukes and it sealed the deal with the shammy at about 70%.
In terms of spawn rate, I killed the plaguebone skeleton on top of his spire twice before he spawned
Alright so my monk has had his Robe of the Lost Circle for a while. Tonight I just got the Pipe from KC (Pawbuster had already spawned, had some guildies help me out.. 55 monk is my character.) and I had luckily found osmeone to MQ the other pipe. I found a chanter and when we got to the spires (He had been up about an hour or 2 before) he had despawned. so we're killing the PH waiting for him to spawn and the chanter says "alright 1 more and then im leaving" and so i do /emote sets a spawn circle for Brother Balatin --and then i do /kneel say prays for Brother Balatin to spawn... and there he was. it was absolutely hilarious. long story short... got my Robe of the Whistling Fists!
no need to sneak or charm or PC. just run up to him and FD. Put an item on cursor, stand and click him to hand, then FD again. Finish trade, voila. I just did this so it's confirmed. No dialouge needed.
I had trouble following the advice of the posts. Here's what works, after you are in Dreadlands, ready to approach from behind Brother Balatin who stands on top of one of the smaller pyramids.
1. Start sneaking.
2. Get one of the inventory items on your cursor to give him.
3. Walk toward him, clicking constantly to give him the item.
4. As soon as the trade window opens, hit FEIGN DEATH.
5. With the open trade window, complete the trade by giving the other two items.
I confirm that Phantom call works on both turn-ins ("ancient thin flute", and both metal pipes and the Robe of the Lost circle. I did the turn in for the robe first then he despawned. I waited until he respawned then PC'd again and turned in the ancient thin flute, he imediately went after my 59 druid who was nearby for heals. I killed him and he dropped two "An Ancient Thin Flute". My monk is lvl 70. Did this on Mar 5th 2006
I've been runnin around this undead city for about 4 hours and killin every skeltin in site, in case of a placeholder, i don't see him anywhere. But, there seems to be a plaugebone skeleton that always spawns on top of a pyramid. Is this a PH, can anyone help me?
So, 2 monks go to hand in for robe, no ench / necro...what do we do? We try sneak, apparently nerfed, so, no sneak... Well, how bout Phantom call? ;) I hand in robe while PC'd, he hands in pipes = robe! Now that this info is out, sure to be nerfed, but brought use to apprehensive and indiff faction...so...it works for now. Enjoy.
Confirmed on 7/1/2004 you do not need to charm him for the flute turn in for whistling fists. I used sneak, walked up behind him, and did the turn in. He popped and aggroed my SK friend who was there to help me take him down.
It should be noted that Brother Balatin is needed for both the Celestial Fists (monk epic) and the Whistling Fists (Iksar shackle quest finale).
He starts off mid 30s or so, hardcore green to any monk attempting either of the quests. The is the Brother Balatin you do the turn ins with. Yes, he is KoS to every PC. He is undead and now hates all life. Have a necro charm him (I've heard you can also sneak up behind him) and do your turn in, whichever it is.
If a monk doing the Iksar Shackle Quests turns in the flute (the one you get from the torn notes parts one and two from bandits in FoB), a lvl 60+ version will spawn. If he is up, that means someone spawned him and got raped and you have a 60+ highly aggressive mob running around the port in area. Sounds like fun to me. This version will *NOT* be able to be to do the turn ins, and is likely un-charmable as well as un-mezable and un-rootable. So if he is 60+ish, leave him be and let him despawn. Or if you are feeling your wheaties, go try him yourself...

Actually hes not for the Iksar Monk Shackle Quests, hes for the Whistling Fists Weapon Quest. You know the one where us Iksars have to go have a convo with CT in Fear? Since i killed him the other day for it, and didn't have to bother him at all for the shakle quest. (which i have done twice because you have to give up the Tynn Shackle in Seb for the glowing fist). Everything else is right about him tho that Quichon posted, vice that little tidbit.
Yeah this guy is for monk epic and obviously was a human monk. Reguardless of what the class stands for, iksar hate humans. At the beginning the whistling fist quest was suppose to be iksar's answer to factioning for the real epic but eventually as we all know they implemented the True Spirit faction which lets pretty much anyone interact with their Epic NPCs without fear of being attacked or losing items due to faction. This is just a left over, kind of like how there is now a Portal stone to Plane of War still in Tranquility plus the zone files are all there as well. :p
PS- I dunno but it looks to me like they wen't crazy on iksar monks at first. Then they went to SKs, then to shamans, and then when they reached warrior and necros they just said screw it and changed the factioning. Necromancer's 8th cap is dog crap and has no chance of being mistaken for a thing equal to epic, and as for warrior I'm not really sure there but it looks like they just abandoned it as well.
When Sony took over EQ, they got lax on fixing/completing old content. Kunark was still an incomplete work when it was released, and Sony just doesn't want to be bothered with it. It's a shame, because it's my favourite expansion of them all.
I'd like to see all the iksar "epics" completed. Newbie quests would be nice, too. We get the 25ish ones, but no level 10ish ones like every other race has.
I mean, it took them up until October or so to fix a quest in Kurn's Tower, despite numerous feedbacks from the community. Shows how focused they are on it.
I'd like to see Verant back at the wheel, personally.

Anyone know of any other mobs that are on Combine Empire faction? That's giants, btw....that much I know... Trying to finish an unsolved quest involving the Combine...
The combine empire is an ancient faction of humans. They were the first magic using humans. (There's lots of lore on them in the game if you look). They also happen to be the humans now on Luclin (the Seru and Katta factions). The info on how they ended up on Luclin can be found in the lore someplace (some kind of magical disaster or something). Anyways, I don't know of any other mobs on 'Combine Empire' faction. However, as I said, the Combine Empire was humans not giants.
I was going to him today to get my RoTWF. Once he conned Green, so I went up to see if he would really aggro. He did. So I just FD'd. Come to find out he Despawned about 5-6 seconds after I FD. So next time he spawned (He was light blue this time) I let him hammer on me until I found a Necro to charm him. I was with a Druid friend (I doubt you'll ever read this, but thanks Eliase, I love ya :) who healed me while Brother Balatin pounded on me. After waiting about 20 minutes getting pounded by him, (No joke) I finally got a Necro to charm him, and I got my RoWTF. It's such an awesome robe, and it looks 100x better in Non-Luclin Graphics. :)
I ran into him in the ruins between KC and FV zone. I was looking for a place to solo undead in DL. He looked like a friendly so I got close then he kept hitting me so hard so fast that I couldn't even get my DA off.
Brother Balatim is also needed to be charmed, then KILLED for the new Whistling Fists quest, which is based off the shackle quests from Cabilis. any monks interested, check monklybuisness.com for details on that quest.
Actually level is low thirties until someone turns in the quest items, then becomes low 60's (Yellow to level 60). So if you see him out wandering (especially by the tunnels), run. Dont even con him, as he hits for 225, often doubling up. Runs slower than sow, though not much.
Is his level right? He cons red to be at level 40. Also, I was killed by him -- I had some lag and then he was hitting me and I died! :( I could not fight back.
I've killed him twice today...extremely easy both times at 46. Both times he was light blue to me. He's ticking me off because he keeps popping where my Greater Plaugebones should be popping. I've never seen him here before.

Does anyone here know, what lev the Brother had, after he respawns when you give him the Pipe from Cabilis? Someone told me he cons yellow to himat lev 60, could anybody here verify that?
Does anyone know who the Combine Empire consists of on Luclin yet? I unfortunatly killed this guy multiple times and just found out that this faction is on Luclin.
The Combine Empire is one of the NPC races that live on Luclin. Killing him over and over (You know who you are) will result in a KoS problem for you in that city when the expansion is released. It's highly unlikely that Verant will reset this faction when Luclin comes out, so it might be wise not to kill him. I'm sure there will be "some way" of fixing this faction in the future, but I wouldn't bet on it.
It has been stated by Verant that the inhabitants of Luclin, the moon of Norrath, will have no history or recollection of ANYTHING that happened before the release of Shadows of Luclin...
what happens AFTER the gates are opened are another story, however, so be careful.

An Iksar monk gave me 1k for charming him. Figured it was quick cash so i did. con'd blue to me at 40, and was an easy charm. He thanked me a lot and i had no problem doing so.
He is a important NPC for monks EPIC QUEST for the Robe of Whistling Fist
In order to get the robe you must charm him and say i'm ready for the robe (something like that) you have to hand him 3 items one of them is the Robe of lost circle.
No you don't have to get the Cab. stuff to do the epic. However, he is a part of the whistling fists weapon quest, in which he spawns back as the high 50's low 60's monk. The only thing the two quests share is the Brother hiimself, and the cool inventory graphic.
whoever posted that description messed up. u do not have to do any Cabilis to get the monk epic, the quest in Cabilis that he might be refering to is the iksar monk Shackle quest which is completely independent of the monk EPIC quest. And all you n00bs out there who want to argue this, believe me i know and any monk out there who has their epic knows these 2 quests have nothing to do with each other
Man I sure as hell hope the hit isnt too big with Whistling Fists. Im a level 44 monk and I am deffinetly planning on doing my epic. The problem is I was in DL a few days ago and I got bored so I decided to leave. I asked a druid friend for a port out and he said he could, but then I saw some guy offering to port for pp. I dont like to impose too much on my friends and guildies so I told my friend not to come and that I had found a port. The only times I have ever gone to DL are via Air Druid or Firiona Vie, but the person who is porting is a wizard. So I figure, 'Well the wizzy port must be in the area with all the buildings that look like wizzy ports', so I head over there. Im screwing around and exploring my surroundings when I see this skeletan just standing on one of the pyramid structures. I click on him and 'Brother Balatin' pops up in my target window. I remembered that he is the NPC who gives the quest for the Robe of the Whistling Fists so I decide to go hail him. I try getting behind him and sneaking, but that was a no go. Then I remembered the trick where you FD and hail as soon as you stand up; so I tried that. I got a response, but then he attacked me! I was a bit worried but he conned green so I just decided to run off a little ways, FD, and shake the aggro. I tried this but without SoW I was running in vane, so I get a respectable distance from the place I found him and FD. I figured he would walk back after a minute or so but this was not the case. Then the wizzy im paying to port me tells me that he is at the spires! I say 'Which one? There are a lot of them' and he gives me his loc. Now I know im in trouble because I am nowhere NEAR where he is and I have an NPC standing over me that I really DONT want to kill because he is for a quest I will be doing. I didnt know the faction hits were at the time, but I didn't want my ride to get impatient and leave because it took me a while to get him there. So I stood up and of course Balatin re-aggrod and layed into me. He hit hard enough that if I hadnt killed him he would've killed me by the time I got to the real wizzy port. I took him out and now im worried. Will I still be able to do the RotLC quest? My epic? I think im just being stupid and paranoid- at least I hope I am...
