At level 30 I found myself wandering about kunark... I stole within the fortress and took a peek at the chancellor, went up on the walls and massacred what conscripts and recruits were not green, and enjoyed myself to some extent. The recruits dropped nothing in all that time of any particular merit.
In the valley, however, behind the bridge (I guess this is the back entrance to the fortress) I discovered a Gem Oracle walking among the recruits outside. He was crawling along the wall at the point I was able to single him out. Not an overly difficult fight, though my double sword pet nearly died from DoT, and on my first kill he dropped the sarnak ceremonial dagger. A PBB for your ranged slot basically.
I wasn't expecting him outside, but there he was. He rooted by several times, but was himself rooted and facing my pet. He enjoyed DoT usage, but ultimately he fell to me well. Easily interrupted not only by my stunning attacks, but several times by my pet (using Augmentation.) Slow him down (tepid deeps), root him (root, not enstill), he'll cast on you soon enough getting your (enchanter) pet involved, and then DoT, nuke nuke nuke nuke. I hope to find him around more often.
