Judging by the picture, she's either in or near the circle of Evil trainers in the center of the port. Which, IIRC, is in the NW portion of the zone. If you're good, don't bother. The place is not that large, so she won't be too hard to find.

The good version of this quest is found off Hiptal Frizzleboth in FV. Don't know where he is and I always get lost in FV.
