I've only seen these things near the Cab entrance, turn left and walk on to the large semi-
flat hilly area, after killing a bizzilion skells goblin's and footpads one of these showed up and cracked my pet apart, I beat him into the ground, and got a pelt(ruined)and sold it for a plat with change

Gee...What were you doing attacking it? They aren't aggro. But they are a BITCH to kill at level five, thankfully they can be soloed when they're yellow by a halfway-competent warrior(like I was).

I have found that the guards will not attack these if you draw them to them. This is really bad when they con red to you and they are smacking the living snot out of you.
