As a HUM NEC they start off as apprehensive but each faction hit should lower that by 1 Level. Hits for a max of 3.2k or higher, at Lv.91 half the time I'll get an easy one and almost all spells land while other times my snares and root spells will need to be casted 5 - 10 times before they stick, and they are also a friendly-aggro and will group if pulled close enough.
As a NEC, I'll tend to pull them into the Shard's Landing campsite to aggro-kite instead of Root DOTing. That way you won't get adds, the campsite won't aggro you, and for the especially high Lv. mobs with massive HP, you can easily kite them around.
Also, These are the easiest mobs I've found in RoF expansion that drop the same loot as the rest of the zone(s).
