In Kael Drakkel, the King's Madness: He is on the Iceshard Manor faction. You do NOT have to ruin your faction with Dragon Death Keep to get his quest, killing Apparitions of Fear (faeries, coldains, wurms, prowlers, etc.) will raise the faction on both.
