Spawns in the treasure room. Two known PHs -- both roamers, "a terrorwing" with stops at:

1580, 200, -50
1475, 430, -37

Velishan seems to cycle through his four "Scale" buffs as the fight goes on (unknown if health-based or time-based). His fear spell is a random single-target cast. The "Terror Blast" AE also has a knockback component.

I was camping him for ac aug, which i apparntly needed as my sk went down, my box mages water pet took over tanking from 90% until dead, can confirm he does drop agro a lot and does fear (my sk died cause merc got feared), but when pet took over tanking never had an agro issue as water pet was able to out agro all other pets before anything happened, to help my mage is currently lvl 99 with em 13 and missing 7 ranks of combat durability and all ranks of sturdy companion, so not to bad of a named if water pet can tank it with that many aas missing :P dropped aug 2nd spawn, first was belt

Watch out for this dude, he likes to fear and gravity flux you. #1 - Have fearless people in group, #2 - Have levitation, #3 - Have tank be proactive on taunting because he likes to drop tank's hate and turn on DPS!
