The jubilant merchant (click for map image) who sells items in exchange for Commemorative Coins (15th anniversary) is found in the northernmost tent in the neutral district (close to The Nexus portal stone).

Falos recorded all the items for the Special Celebratory Goods merchant back on March 14. They may not have been stocked before then. This special merchant only trades for Celebratory Coins, which I'm guessing will be rewarded for the upcoming new 15th Anniversary quests.
They are: Resplendent Rucksack, Fireworks Familiar, Spirited Stout, Magnificent Merlot, Salubrious Smoothie, Bold Blowfish, Courageous Casserole, Bread of Bravado, Stalwart Stew, Brilliant Peony, Celeste Starburst, Golden Palm, and Citrine Strobe.

She arrived in PoK in March 2014. This new one carries "Special" Celebratory Goods, but she actually was empty of any goods at all. She's stationed in the far north tent of the neutral zone that was formerly empty...
