They are found all over Brell's Rest and are usually accompanied by "a hungry predator" mob (light-blue to a level 92, kobold or gnoll model). The hungry predator mobs are KOS and hit for 600~ average on a 7.3kac WAR. Tried killing a few of the predator mobs and see if I could get the braxi mobs to respond but nothing happened.
I would assume the braxi and predator mobs are part of this year's Frostfell events.

These NPCs spawn as part of Frostfell events through December and January for the holiday season. They do not appear at other times of the year.
