Spawns in the records room. From the entrance of the government building, go down the right-side hall and into the large room on the left. One known PH is the mob in the right corner nearest the doorway.

  • This mob spawns at -30, 48.

this guy spawns in the record room (lots of mobs that do NOT see invis, trash ones anyways) he seems to be a bit hard to spawn, but i have had him pop a few times and i hope u all have good dps to take out lots of trash mobs, Cause I seen him spawn from ANY record keeper in room that is standing near a wall, so have to clear lots of mobs if u want to get all the phers. the named itself is not harder then any other normal t4 named.

Camped this guy for 4-5 different days, 4-5 hours at a time, FINALLY popped in the far right corner towards doors. Dropped Finalizer, thankfully so I don't have to ever come back here!

This guy hits like a truck. If u don't get a heal off in the first couple seconds of a fight, your tank is going to go down fast.
