If the statue in the middle (at portal in) is facing the Acane (blue) tower It will spawn this named on the death of ANY mob, and no its not instant arrgo he spawns close to you tho. There is a zone wide Emote that tells you when the statue is facing a different tower. obviously there are 4 towers.
Also Peacekeepers can drop ANY loot that drops from any named inside that certain tower.
pretty simple mob, hits just like any t4 named. I use a T4 tank and never had problems... but I am using a real tank as well. Maybe he casted his DD a lot for you or something

This mob hits like a truck. Killed j5 tank merc fully buffed w/ health cf & unfettered growth rk3 pretty quick. Spawns in basement of Arcane pillar on one of the platforms. Rampages & Flurries. Casts 4 different spells- Melretia's Spark, Clamor of Tashan rk3, Glacial Claw rk3, Ethereal Inferno rk3.
