If the statue in the middle (at portal in) is facing the black tower It will spawn this named on the death of ANY mob, and no its not instant arrgo he spawns close to you tho. There is a zone wide Emote that tells you when the statue is facing a different tower. obviously there are 4 towers.
Also Peacekeepers can drop ANY loot that drops from any named inside that certain tower.
This guy cast silence so be in for some fun, he is doable just if u get unlucky and he starts chain casting silence ur screwed.

If the statue on the center island is facing the Pillar of the Black, this named can spawn on the death of any mob. It spawns a distance away and is not auto-aggro. It's reported to drop any loot that Pillar of the Black nameds drop.

We were camping Ivrikdal the Infuser and he spawned in the same area... Dropped "Ivrikdal's Aura of Corruption" on 3/17/11.

droped burning belt of endless shadow
Druids can use their level 70 Aura of Life to keep the spell slow cured. As its the aura doing the curing, its not attributed to anyone, so no one gets silenced. Takes a couple pulses of the aura to cure the spell slow, so it still lands but auto-cure ftw.

Can spawn directly after killing any mob in dark tower.
Casts Shadow of Fal'Kaa (a 75% spell slow) on multiple targets (not sure what type of AE). It can be cured (disease counters), BUT each toon that gets cured gets Complicated shadows (12 sec spell/melee silence and 15kdd).
Note that the lucy description of Shadow of Fal'Kaa is wrong - it says the curer gets the silence, but after 5 attempts to win I can verify it is the cured toon that gets it.
Only strat that worked for me was to NOT cure and just run with the spell slow. I had to block perfected blood and counteract disease on all toons / pets to keep merc healer from casting it.
Max hit on warrior with FS running was 9k, avg hit was 5k. Easy to heal with spell slow.
