Got him to spawn three times. If you use the in game maps provided by eqmaps it does spawn where listed. We set up in the empty inlet just above. Spawned twice where it is tagged on the map, the other time it spawned on the way to the burn master (if you hug the wall going toward the burn master there will be a metal mob then a living blades mob in the way of your first pull for the burn master ph's. That living blades spawned as this as well. Note: The guys inside the area eqmaps list will repop as a number of things.
Mob spawned right on top of us while my partner was afk as we awaited respawn of empowered blades. Sees invis, but is not aggro until attacked. 940k HPs, hits were in the 3.5 to 4k range. Dropped Rustic Handwraps of Argath, Burial Mark and Minor Alaran Cantrip for us.
Dropped for us : Armband of the Forgotten + Rustic Handwraps of Argath.

Edit, note, this is somewhat near to where Mapfiend's map shows it, but it's not the same spot. It might just spawn from any Living Blades/blade mob in that general location.
