The Tempest Reaver's PHs are the trash mobs along the north wall outside the ring of fire. They're called "a delirious _____ " (can be different mob types).

the " Delirious ___" mobs along the north wall ( around ring of fire ) are PHers for tempest. As opposed to the "Delirious ___ " inside , which are PHers for Dread.

This guy wandered into the Turmoil Toad camp along the wall last night. Took him out with 89 Rogue,90 Shaman,83 Shaman(Leech) and 2 mercs (T5 tank and cleric)(Not raid-geared). It was a pretty easy fight, the only downside is the AoE spell he casts (Can't remember the name) but it is a BIG Slow / Snare that I rarely resisted with 700 in all resists (except corruption of course). Lasts 16-20 seconds (seemed to vary) and he keeps it on you most of the time. There were a few short bursts where I was able to dps without the slow on me.
Hardest hit on me (Rogue, 5k ac) was 6200
Whole fight took about 1.5-2 mins at the most
Dropped the pally piercer and nothing else.

Melee wise hits like all the Fear Named 6k range most in 4k best was 7231. cast no spells and did not fear. he was up right at the LoC above. Only droped the wep.
spawns in the back at 1360, 10, 2 dropped Thick executioner's shawl and a greater nebulious dream fragment PH is usually an enranged glare lord or a scarecrow
