I was using a level 48 Ranger with Charisma of 221 and was Indiff Faction to him.
He is still a Cheat and a Swindler .. I tried to sell him a Fine Steal Spear and all he would give me was 2 3 6 8 and the magus in the Camp gave me 6 0 9 5

For those that hate to use /loc he is located in the West area of zone just south a ways of Derv camp 3 in the sand dunes near zone wall. North of the Wizard spires. If coming from swamp just follow zone wall N to find him.
I was able to buy from him with apprehensive faction.
+1359(W) +277(S) is his exact location.

is this guy on the sol ro faction table like in the temple? i'm kinda guessin that he is b/c my friend (cleric) who was trying to build his faction for his 1.0 was handing him plat to get the faction hits and then tried to sell the spells to him and Rathmana yelled at him to go away. Me being indiff in the temple he was also indiff to me and would sell to me. Theory being that you could also check your faction with this guy instead of handing in 1k plat and running to the temple to see that your still kos.

Found him SE derv camp in the SE area of South ro!!! Just after i turned in the eyes.

Took 500-600pp to get from quite a way into scowling back to indifferent. Rathmana will take money at any faction, but Ortallius kept trying to kill me while I was KoS. I'd guess you're getting about ten faction hits upwards for every 3pp.. even got about 80pp back from selling the spells afterwards :).
I ended up just rooting Ortallius out of the way, FD-ing to lose aggro and then using him to tell how my faction was doing: Rathmana never goes below dubious.

Half that, actually -- I logged to measure 'em, once dubious turned to apprehensive it took exactly 20 hits to become indifferent, and exactly 20 more to amiable, so it's 5 points per 3 plat.

This guy is a bit greedy - check out his merchant prices, anyway I went from indeferent to amiable with Solusek Ro after about 10 or so gives. You can give him 30gp or 3pp, it does'nt have to gold. He's lying. Don't make the mistake and give the cutthroat rings to him, Give 3 or 4 to ortallius. Rathmana Allin is also the recipient of another quest, which i'm not sure of. The rooted illegible scrolls he sometimes gives you, are to be taken to High Keep. Good luck

He's also a merchant that sells food and water to good or evil races.

He gave me this for 30gp. It's a wearable neck item for large races. Any ideas?

It DOESN'T have to be Gold, I was giving him 3pp last night and getting the Faction increase I wanted, the scrolls/spells were a bonus.

If you give him money (20 or 30 gold... must be gold, though), he will give you an item, usually a pretty worthless scroll... though supposedly he can give you better stuff too. He also asks if you are there [on business], so I assume that you can be sent there on a quest.

I found him in so ro in a tent behind Ortallius.....Anyone Know if he is a quest NPC or what?
