/loc is right. She is at the DE tents near the old S.Ro & Oasis zone line. North tent facing outward (north)
Smith Tv'Ysa is now at P2095,N1200 after the zone revamp in 2006.North of the Wayfarer Camp.

I have not been able to find her on the progression servers. I found the dark elf camp and the rest of the dark elves but she is not there. /loc 2000 by -1200. Has anyone seen her on the progression servers?

Found the NPC, but she did not have the Concordance of Research for sale.
you need to take in a Greater Lightstone, give it to her, she will hand back the Concordiance

so... how does one raise Dark Bargainers? I need higher than apprehensive to give lightstones to her, and I need her to raise my factions so I can start the red wine quest... I'm still threatening to Dread Guard Inner.

These merchants are on DarkBargainers faction (like the merchants inside Neriak), if you have high enough faction from doing quests you can sell to them even if you are not an evil race/class.

This is where evil can trun in lightstones and GLS for exp and money.

To be specific, evil magi classes or races turn in lightstones and GLS for exp and a book called Concordance of Research. It helps the Magi classes like necros to gain their researching skills. If you would like more information on researching pls go to the Mithrian Tower site on the menu bar, its a GREAT place to find all the stuff on researching!
