As of September 2022 on the Yelinak TLP server, this guy spawns just outside the door to the Emperor room in the Crypt of Sebilis. He seems to be fairly uncommon as I was killing PHs for about 3 hours before he finally spawned once.

The picture shown here is exactly where he spawned, on the right hand side of the door. The two static mobs in the pic spawn every 22 minutes. The camp is fairly easy as a 60 shaman with Kunark era gear. There are a few pathers that will walk into you.

My basic strat: have someone open the crypt door for you. Have some IVU pots, but do not rely on them. Slowly crawl and make sure you are invis. If any mobs can see you, then fight your way slowly down. Once you get passed the golden hall, then you can relax a bit and focus on killing the pathers at a staggered rate so you dont get two mobs on you at once.

Have your best pet out and keep yourself buffed during rest sessions just in case a pather bumps into you. Once you get settled, it's a fairly easy camp.
