He is about at 430, -50, 3 for those of us who don't want to track.

Youll need to get faction up unless u killd allot of shadowmen. Best place is south ro give rathmana allin 3 plat over and over. take yea 4k with yea he is at loc p1365 neg 280. takes about 1k to get amable that should do it.

He's for the some of the Lambent armor quests, the chick next to him does the rest of em. Just say "What Lambent Armor." Or something to that degree.

I hailed Walthin, and he said to ask him later about a 'special bardic weapon'. I tryed asking him all these different things, but no reply. Anyone have and info or knows about this?

old but could be possible that the 'bardic weapon' is from the oow bard 1.5, as you have to talk to him about dragons and such for a document that tells you what dragons you need to kill for their shard things.
I tried juggling *many* of the words in his statements, in the form of a question, to no avail.
At some point Verant Interactive / Sony Online Entertanment did a major house-cleaning of many untended nits.... spelling and grammatical corrections of many NPC dialogs, item names, spell casting emotes, etc. (They fixed the spelling of 'Cantata' on our level 34 song from Iceclad! =)
One of the things they 'cleaned up' was the fact that they admitted Walthin never actually gave out a weapon quest, and that no it was not a reference to the Kunark particle weapon quest - the Singing Short Sword. Since the plan to have him proffer the quest was never implemented, that part of the dialog was removed from Welthin's responses.
