Monster
Upon killing 15 of anything in the zone, Borskar spawns to the east of the central round area of the ground floor, pathing a circuit from north to south and back. On spawning you will see this message:
Borskar shouts, 'Lazy fools! None of you deserve to be in Rallos' army. I doubt any of you are worthy of the heroes death you are soon to enjoy.'

I have done this mission killing only one mob and waiting 15 minutes and gotten the emote that he has spawned...ran him down and killed him. Hit and miss on the armor gems

Borskar spawns about 2 seconds after the 15th kill - he will spawn approximately 1/3 of the time. Of which essence will drop on average 1/3 of that time. So you should get an essence on average 1 in 9 tries. The popping of the name is NOT timed. Spent many weeks doing this task for guildies and I will confirm the number is indeed 15 kills.

i only kill boars... usually there is 16 or so of them

Drop too Fractured Medial Luminessence.
Now that I've spent a good deal of time on this, I can give a more thorough update.
He seems to spawn about 30% of the time. He tends to go in waves of spawning and not spawning. After approximately 21 kills I've seen one essence, three charms and all the rest necklaces. So far he has never dropped either of the slot 3 items.

Having a different but equally annoying experience. 10 tasks, 3 spawns, 3 single slot charms but no other loot.

Kill 15 of anything. Pets, mobs, eye of zooms, whatever it doesn't matter. He will or will not pop. Using pet song/cloth cap/pet sword with swarm pets I've had him up in under 30 seconds, frequently. Chest seems to be his RARE, for me anyway.
How does this work? Do you have to actually kill the swarm pets, or can you just wait for them to expire? If you have to kill them, do you just /duel your partner(s) and go to town? I'm not very familiar with PvP, but I've heard that you cn't heal or buff someone that you're in a duel with. Since my partner is a Shaman, that would make killing Borskar rather tough without heals.

This may have held true when you were doing this but it definately does not work anymore like that. I have used cloth cap on 4 chars along with shamans maxd out spirit call and killed 11 A hulking warboar and 2 A rallosian slaver and i had yet to see him up at all. EDIT: Apparently the instance i was in just sucked. Tried it again in a different instance and it worked.

Dropped Fractured Medial Incandessence today.
I tried the boar-killing method today for the first time. It was my 5th time doing the task. Borskar spawned for me just as described. It was fast and easy.
I need to farm him so I'll post again if anything changes. Maybe I just got lucky.
By the way, this guy is a serious ass beater. My air pet tanks the regular named in Tosk without incident but Borskar is annihilating my pet before I can even get Borskar down to 75%. Even the named in OBF I can get down to 5% before my pet dies to enrage. Anyway, thought I would mention it. This guy is no joke.
(Boxing 85 mage with 85 enchanter and two T5 cleric mercs for those interested.)

I've farmed this mission 14 times so far and I've had Borskar spawn 5 times. I went back over my logs and checked the number of deaths and when Borskar spawned. Every time he spawned after the death of the 8th ogre (he emotes when he spawns).
On the missions where he did not spawn after the 8th ogre, I killed all the ogres between the entrance and where it opens out into the centre area (19 ogres). He either spawns after the 8th or sometime after the 20th (I never bothered to kill any more). If you're just farming for the named, it's quicker to kill 8, and then if no Borskar spawn, quit and reget the mission.

I can confirm that this instance requires 15 kills (doesn't matter what) to get him to spawn. I couldn't find a noticeable placeholder in his place though

Dropped some Fractured Medial bits tonight
I can confirm that he has dropped Borskar's Beads, Borskar's Charm, as well as T4 head/feet and T4 arms/legs for me in the last week of march '09.

to spawn him wait 15 minutes after you've been in the zone. If he hasn't spawned by then he's not going to. You don't have to kill anything to spawn him.
Done this task more than 6 times and he finally appeared in my mission today. Was going really slow in between other RL busy work, but he did spawn after at least 12 mobs, might have been 14. Always killed 14+ before and this is first time I've seen him.

Zone in, Hail NPC for task update. Run to the circle area on the ground floor. Kill pigs until you get around 20. If mob hasn't popped, leave task and get another. I've had him pop as few as 6 kills and as many as 18ish. When mob pops a red emote will go off. He then wanders around the circle area.

Is it based off mobs and time? or just mobs? I have done it like 6 times, killed all the pigs plus a couple more and no pops

Based off mobs not time. It's hit and miss though, went 8 in a row last night with nothing. T4 is just a pita to get done armor-wise since Tosk namers are stupid rare. Not sure if the instance is worth it or not if you're after armor drops. I've killed him around 15 times, only yielded 2 armor's, though one was a chest, so that might make it worth it. I've talked with hatefist and he gave me the total run down. However his method seems to work just as often as mine so /shrug. I may be doing his method wrong however.

tried this once so far no luck. I had a druid run around with track up. Ill try again a few more times. Are there any specific boars or bruisers you used? Where does he pop? Any info would be appreciated.
On a diff note, ive requested this many times and ran in with my druid and tracked the zone without any luck which makes me think there is a minimum number of kills. I can get quest cause chanter faction spell works on the con grey slaves in tosk. Without it I would only be aimiable.

Anybody know whether he spawns after a given time period like nameds in Korafax missions, or whether he has a PH? I've tried dropping and re-getting the mission but he never seems to appear on tracking right away, unless I'm just missing it.
