The herald in Korafax has raid and bonus task info upon hailing.

The single task for this guy in Korafax is called Bonus:Cruel Overseers.
The task involves: Avenge the fallen slaves by killing the murderous overseers. 0/15 in Toskirakk.

I am assuming this is not the normal Tosk since there are no mobs there with this name, but are available through a mission from one of the zone in npcs if you have enough slave faction to get, which is called Cruel Overseers. Rallosian overseers do not count towards any updates in the regular zone.

The reward is 25 Chronobines, faction with Mitius, and exp. It is unknown what this task is for other than this.

Any chance to put him on his faction? Yes, his faction just so happens to be "Herald of Druzzil Ro". I am referring, of course, to the merchant version residing in Korafax, Home of the Riders, not the portal NPC's in the Plane of Time/Plane of Knowledge.
