After completing the "Find Telivar" task, you can spawn him any time in that room. (You must clear it of mobs first.)

I spawned him for the original finding Telivar quest, but can't respawn him to do turn in. Getting quite annoying.

the room north of the mind shear room....with aneuks and ikaavs.....4 smaller rooms attached to it. He spawns in one of them. BTW you have to say his name in the middle of the room not where he spawns
