I just killed her in the static zone, outside of any instance, dropped the sash.

She either is going to be in the instance or not
she does not repop....
she will show upon zoning into the instance

she drops gleaming icon... gleaming icon of the eagle
she drops common belt( Verdant Ritual Sash )
and rare type 3 aug slot belt ( Valdeev's Sash of Rituals )
