The P99 walkthrough / checklist fails to mention this, so I will save you some time. You can’t simply just give him a cloth short, you must gain faction first. Not a big deal because you’ll need this faction anyways ultimately. I was getting frustrated because he wouldn’t take my cloth shirt lol. Kill some FREEPORT MILITIA in west or east Freeport to gain faction. I got up to amiable and he took my shirt, and the same goes for merko and the poison sac. Guards were FB at lvl 52 with lots of hp. I had a 96 rogue help take them out for quick kills and got faction in about an hour. I really wish this comment would’ve been here for me! Haha. He roams around (mostly on paths), but will ultimately end up in a hut. Good luck on the rest of your epic journey! (It’s a long one)
