I managed to run around EC tunnel and managed to /tar merrin at this location ( almost in the center of the refugee camp in the tunnel)

-1757.15, -2467.29, 35.95

Get a pet class

/attack Merr

pet will attack him and pull him out the wall, mage air pet works best.

Had my druid track him, he is inside the wall at the refugee camp. Guess it needs a bug report, he is too deep to get with a /targ <name>
