This guy is one you need to find as part of a new-ish quest that starts in Kelethin. There is a new NPC whose name I don't recall standing at the top of P.O.D. lift. He's between the two merchants. After hailing him you will have to work to figure out the exact wording for your text-cue replies. Once you give all the right phrases, he will give you a No-Drop Necklace. You have to find several NPC's and either get more info from them, or give things to him prior to getting to this guy.
I haven't yet finished it completely, so I can't post the final sequence or final reward yet.

i got a DE in CB at the momint trying to raise my faction with the indago brotherhood but i cant kill the elf slaves becoues the slavers come after me and they give me a bad faction any one got any ideas? p.s. not a good idea to pick on your home town guards hu lol

I was wandering around the swamp with my Iksar Necromancer when I see this guy. He cons green so I send pet in to slaughter him. Almost took the honor out of killing him...almost.

yeah he a wuss. me lvl 7 SK and he conned yellows. me did used my HT and hesa went down fairly soon afters. dont gets me wrong. was a close call and me only just make it but he still yellows to mes so me still dink he a wus)

Jyle Windstorm usually spawns either along the wall around Guk or one on one of the islands directly out from Guk. He is just one of many human, elf, dwarf and erudite NPCs that spawn in this area.

That 19th level rogue was probably not using auto-attack and just using backstab when it was available. That or he was AFK cause this chump is easy at 15.

Also, many of the human, elf, dwarf and erudite NPCs that spawn in this area seem to be placeholders for eachother.

Back when my Troll warrior used to hunt in this area, I would kill one NPC and shortly after another would spawn and so on.
