He's supposed to aim players to Paw to find Hayle, but him spawning in Lake Rathetear is actually part of Hayle's accomplishment.
Drash was converted by Hayle, and other gnolls in Lake Rathetear (when killed) mention the Prime Healer, Rodcet Nife. However, there used to be a faction hit called VerisheMal (may still exist). So it looks like Brother Hayle would bring converts there, but since then was captured (and now haphazardly dumped in South Karana after Paw was redone).
It would explain why there are gnolls there and why they talk about the Prime Healer, and also why Drash appears. Now, as to why they're KOS to everyone and skeletons spawn at night... your guess is as good as mine.
