This mob is one of the mail delivery mobs in the quest "going postal". His location is:

519.22, -110.13, 5.32 and he's in SOUTH qeynos. (not north).

Do a search for Joffrey Clay (bard guildmaster) and you'll be right next to him. Find is CNTRL F.

This quest is to get visage of the daft trickster.
