He only drops one plans. If more than one person needs it, his respawn time is 20 minutes just like the trash mobs.

This guy is part of quest from Gurtrude for a Ak'Anon Strike Force V Black Badge. Ac 5 char 5 135 HP/M/End corr 5 and avoidance 5 aug for Head, shoulders, chest

Once you have faction with Gurtrude the name of the quest is Spy Reports.
